QBS Colorado hosted a breakfast forum on October 20, 2009 at the PPA Event center titled “Using Qualifications Based Selection for ARRA Funded Projects.” The objective was to discuss in an open forum, Qualifications Based Selection guidelines and how the distribution and implementation of ARRA funding is impacted by QBS, how QBS brings value to the project, barriers to successful processes and implementation strategies. Guest speakers were: Mike Fink, PE, Water Resource Engineer for the City of Fountain, Colorado and a QBS Board Member; Larry Catalano, PE, Manager of the Capital Projects Division for Aurora Water; and Owen Randall, PE, Senior Utility Engineer for the City of Fort Collins Utilities. Mr. Fink addressed ARRA and QBS issues, Mr. Catalano spoke to the Challenges of using QBS and Mr. Randall explained how Fort Collins Utilities has successfully followed QBS guidelines for over 15 years. QBS Colorado’s PowerPoint presentation was shown followed by the guest speakers’ very informative presentations. The Forum ended with a Q and A session.

Paul Bakken, PE, 2009 QBS Colorado chair and Tracy Lyman, PE, QBS Colorado chair-elect acted as moderators. Andy Garner, PE, QBS Colorado Board member chaired this event and all the Board Members contributed their expertise.

Over 45 attendees from a number of public agencies including El Paso County, City and County of Broomfield, South Adams County Water and Sanitation District, City of Northglenn, Arvada Public Works, City of Commerce City and Aurora Water, along with representatives from local engineering companies came away with a better understanding of the value provided by the Qualifications Based Selection Process and how it affects some ARRA funded projects.

The City of Fountain Utilities was the recipient of the 2009 QBS Colorado Award for their continued dedication to the QBS process. The City of Fort Collins Utilities was the recipient of the 2008 QBS Colorado Award for developing and implementing a system of QBS processes for both professional design services and construction contracting. Aurora Water was the recipient of the 2007 QBS Colorado Award and the runner-up for the 2007 QBS National Award.
