RTD Manager Speaks at Wake-up Call Breakfast

President's Report
Change is Inevitable and Change Can Be Good
Remember the campaign promise of “change”? Of course the question is what kind of change? Change in certain areas are good for some but not for others. We have seen this in our industry over the last 10 or more years. Many design firms had worked on the model of Design – Bid – Build (DBB). Over the last 10 years this has been changing. Design – Build (DB) first came on the scene in the vertical design disciplines and then in later years the infrastructure field. At first this was only with large projects where time was of the essence. Now we are seeing more DB with smaller projects that allow the owners to shift more of the risk to the DB team. With the present reduction in revenues for all government agencies and entities we are seeing greater interest in Public Private Partnerships (P3).
For mid-size and small firms this presents a problem, because we do not have the financial backing to prime DB and we do not have the resources to find financing for P3 projects. Where we could have primed projects in the past, we may find ourselves being in the secondary or less role. For large design firms they may find themselves in the unfamiliar role of playing sub to a large contractor.
Our clients are shifting. On many projects we no longer have a direct tie to the client; instead it is through the contractor. More risk is being pushed our way. QBS is tougher to sell to contractors that have worked for decades with low bid. We have to create new business models and we have to shift how we react to our biggest clients. We have to market contractors now, where in the past we only consulted with them for contractibility issues.
All of this means that things they are a changing and we have to be nimble enough to change with the times or perish. Change isn’t always good but we will always have change. The key is to see change coming and to find ways in which we can benefit from the change. I always felt that changing times create a level of excitement and challenge. Sometimes we need that to get those creative juices flowing to keep us coming to work. By embracing change, we can energize ourselves and our staff for that bold new tomorrow.
One way to position yourself and your firm in this changing climate is to attend the Regional Conference hosted by ACEC/CO for ACEC AZ, CO, NM, NV and UT at Cheyenne Mountain Resort on November 12-14th. The conference program - “The Future of Consulting Engineering: Are You Ready?” will focus on a paradigm shift related to sustainability; promoting your firm using social networks; intellectual property; and inventive, unusual and new marketing activities. Call for Nominations for the New Faces of Engineering Awards
Deadline: September 25, 2009
Submit your nominations now for the New Faces in Engineering program. This award recognizes our young engineers for their outstanding work and the impact their work has on society. The award enhances and improves the image of engineering – and it’s a great way to recognize your firm’s young engineers.
ACEC/CO will submit the top awardees to ACEC for consideration for their national Young Professional of the Year Award and the Engineers Week New Faces of Engineering Award. Winners of the New Faces in Engineering Award will be profiled on the Engineers Week web site and in USA Today and other publications.
Nominees must be 30 years of age or younger as of December 31, 2009, and must have a degree from a recognized U.S. college or university, or from an equivalent international educational institution. Nominees must be employees of ACEC/CO member firms.

President's Report
General
- ACEC annual audit conducted by the CPA firm of Larson-Allen gave the Council a clean bill of health and high marks for financial management.
- Continued to work closely with AASHTO and FHWA on latest audit guide which will be unveiled at ACEC Fall Conference in Palm Springs next month.
- Briefed the Design Professionals Coalition on ACEC liability survey results, as part of their summer meeting agenda of legislative and business issues for ACEC’s largest firms.
- Engineering Inc. September/October issue focuses on New Mexico Senator Jeff Bingaman who is the key player on energy/climate and health care legislation.
Government Affairs
- Provided ACEC’s views on health care reform – including opposition to potentially onerous new employer mandates – to congressional leaders; and created new web resource for ACEC members on current health care reform proposals.
- Participated on panel sponsored by the Society of American Military Engineers to present the industry’s views on liability issues related to disaster response projects.
- Successfully challenged QBS violations and addressed other A/E contracting issues at the Indian Health Service, FEMA, and other federal agencies.
- Coordinated with ACEC/California in opposing legislation from Congressman Bob Filner (D-CA) that would prohibit state DOTs from contracting out for construction inspection activities on federal-aid highway projects.
Institute for Business Management
- Began the fall online seminar series with Recession Marketing – How to Win in Tough Times by Clare Ross.
- CASE hosted a workshop in Chicago on “How Can Structural Firms Benefit by Understanding Sustainable Design.”
- CASE RMP e-news carried a current status and spending report on the American Recovery and Reinvestment Act, including specific links to which projects are funded, which programs in Federal agencies are getting a boost, and how the states are spending their stimulus money.

The good news is that ACEC members have a way to make sure their voice is heard on Capitol Hill: the ACEC Political Action Committee. ACEC/PAC is the primary weapon in our industry's political arsenal to help elect candidates to office who support pro-business, pro-engineering positions. ACEC/PAC is bipartisan and operates out in the open in full compliance with the Federal Election Campaign Act and applicable state laws. Each state is represented by PAC Champions to help meet its state's annual PAC goal.
ACEC certainly is interested in your support of this critical political program, but federal law first requires ACEC/PAC to seek your approval before soliciting you on behalf of ACEC/PAC.
Supporting political programs like ACEC/PAC is the best thing we can do to make sure engineering firms have a voice at the table when key decisions are made affecting our future. Terracon Inc. has announced that John Graves, P.G. will serve as the Fort Collins office manager. Transferring from office manager at Terracon's Rock Springs, WY office, he will provide overall administrative management and business development. John has nine years of experience as an environmental professional and 11 years as a geologist. He holds a bachelor’s degree in environmental geology from Purdue University.
Martin/Martin Inc. Consulting Engineers has announced the promotion of Michael A. Piper, PE, and John C. Moore, PE, to Principal, and William A. Raatz, PE, LEED AP, to Associate in the firm.
In Memory of Ralph Peterson
Ralph R. Peterson, former Chairman and Chief Executive Officer of CH2M Hill, died at his home September 1, 2009. He was 64 years old. During his 17-year tenure as chief executive, Ralph saw CH2M Hill evolve from a regional company to an international leader in the engineering industry, growing from $500 million in annual revenue to $6.2 billion at his retirement. Ralph joined CH2M Hill in 1965 as an intern and has never worked anywhere else.
Ralph received an associate of science degree in engineering from Boise State University, a bachelor of science in civil engineering from Oregon State University and a master of science in environmental engineering from Stanford University. He also graduated from the advanced management program in the School of Business at Harvard University. He was given an honorary doctor of engineering from Colorado School of Mines and Boise State University.
Ralph received numerous honors and awards throughout his career. Among many notable honors, he was awarded the American Society of Civil Engineers President's Medal and its John I. Parcel-Leif J. Sverdrup Civil Engineering Management Award, the Keystone Center Leadership in Industry Award, the American Jewish Society National Human Relations Award and named a fellow to the United Kingdom's Institution of Civil Engineers. He was named Colorado Business Person of the Year by both the Rocky Mountain News and the Denver Business Journal and he was inducted into the Colorado Business Hall of Fame.
In May, ACEC/CO recognized Ralph with the 2009 George Washington Award, an award that is given to an ACEC/CO member for outstanding community service, the progress of Colorado, and the advancement of the public image of consulting engineering as a profession. Ralph will receive the 2009 Distinguished Award of Merit posthumously at the 2009 ACEC Fall Conference in Palm Springs. This award is the highest honor the Council bestows upon an individual—for his lifetime of contributions to the industry and the nation.
Ralph is survived by his wife of 45 years, Betty Peterson; daughter Jamie Jones; son Jeffery Peterson; and five grandchildren.

2010 Magazine Submission Opportunity
Philanthropy: How Engineers are Making an Impact - ACEC/CO would like to feature brief stories in the 2010 edition of Engineering Colorado that share how current members, retired members and member firms are using their engineering skills to give back to the community. Projects or activities can be local, national or global.
Criteria:
Word count: 250 – 300 words
Photo: Send one photo, size 4X6, 300 dpi jpeg that shows the project or activity
Submissions should include:
- Description of the project or activity
- Passion behind the purpose (why the project or activity was selected by the individual or the firm)
- Outcome of support
- Name of person and/or firm, phone number, email contact and professional registrations and affiliations
Submit to: Robyn at robyn@acec-co.org by Friday, Sept. 11, 2009 for consideration to be included in the magazine.

Volunteers Needed for Spring Career Fairs
We still needs volunteers to work the ACEC/CO booth for the 2009 Fall Career Fairs on September 17th at CSU and on October 6th at CU-Boulder. Take this opportunity to reach out to young people about careers in engineering while also sharing information about your own firm. There are a number of spots that need to be filled so please review the schedule and sign up sheet and pick out a date and time that works for you. Wanted: Group Leaders for Colorado Construction Career Days
Be a champion of the 2009 Construction Career Days by volunteering as a group leader. Group leaders are those who are excited about their careers and enjoy sharing their experiences with others. As a group leader, you will spend a morning guiding a group of 10 high school students through a schedule of hands-on activities and equipment. Encourage your company to send out energetic employees to participate in this event on October 6 & 7, 2009 at Adams County Fairgrounds. The ARRA-QBS breakfast forum is Tuesday, October 20, 7:00 - 9:00 a.m. at the PPA Event Center, 2105 Decatur St., Denver. This Forum will help you and your clients to understand and facilitate the QBS guidelines when doing ARRA funded projects and other federal and state projects. This program addresses the challenging realities of the current business environment, providing the strategic insights and management skills fundamental to success for design professionals.
